Reports

SOCR supports community-led solutions to advance civil rights and racial equity. We publish research and reports that highlight policies, practices, gaps in opportunities, and systems that create barriers so decision-makers can take informed action.

  • Community Task Force Report on the Criminal Legal System (2021):This report shares recommendations from the Community Task Force on Criminal Legal System Realignment. Brought together by OCR and Seattle City Council Central Staff, the task force met from 2020 to 2021 to identify ways to improve Seattle’s municipal criminal legal system.
  • Seattle Reentry Workgroup Final Report (2018): This report recommends ways to strengthen the City’s support for people returning to community after incarceration. It reviews the City’s programs, examines barriers to successful reentry, and identifies strategies to improve services.
  • Seattle Office for Civil Rights Testing Program report (2017): This report summarizes findings from SOCR’s testing program. The program used trained testers to identify discrimination in Seattle’s rental housing market based on race, disability, and other protected classes.
  • Homeless Encampment Monitoring Report (2017): This report shares findings and recommendations from visits to unauthorized encampment sites and encampment removals across Seattle in 2017. It includes observations from 24 site visits and identifies opportunities to improve how encampment removals are carried out
